DESCRIPTION OF THE PROJECT
A LNG Terminal including storage regasification;
A CCGT plant with 200MW for the production of electricity for local major industries and grid;
A LNG ISO Container Filling Station for distribution on a RO-RO to the local market, initially aiming supply of NGto small power generation (1 to 5 MW), aiming initially at least 100 MW;
Potential for an Ammonia and Urea plant using natural gas from the LNG Terminal in future. This is however not part of the current project and of the analysis.
Resero Gas UK, a SPV company recently formed by the Promoters of the Project, has produced a desk top study for the analyses of the feasibility of the project, and has structured an Agreement with local strong Partners (owners of the site) the formation of the SPV- RGPI (Resero Gas Philippines Inc.), which will develop the Project.
The LNG-FSU Terminal will be located at the Philphos Fertilizer Plant in Leyte, with a 250MW CCGT ± Power Plant and a RO-RO Facility to supply GAS to Power Plants in the vicinity Islands.

With many years of experience, the Management Team behind this Projecthas executed more than 5000 MW of Power Projects and has the experienceof The Introduction of Natural Gas to Portugal, which was implemented on a DBOO (Design, Build, Operate & Own),as well as the implementation of IPP’s to isolated Communities and the integrationof O&M structures to accommodate local infrastructures in various geographies of the World.
BENEFITS OF THE PROJECT FOR THE COUNTRY AND LOCAL COMMUNITIES
Liquefied Natural Gas (LNG) is capable of replacing other emission intensive energy sources like coal and can be used as alternate source of clean fuel.
SOCIAL - JOBS
The project will provide jobs for skilled and professional individuals in communities during the construction and operation of the LNG power plant.
COMPETING POWER - STABLE BASE LOAD
LNG power plants are stable base load and mid-merit generation in the power grid.
Earnings will apply to the local Generation Facilities. Section 5 (i) of Republic Act No. 7638, known as the “Department of Energy Act of 1992” states: “One centavo per kilowatt-hour (P0.01/kWh) of the Electricity Sales shall apply to Generation Facilities and/or energy resource development projects located in all barangays, municipalities, cities, provinces and regions.”

Salvador B. Zamora II is a renowned Philippine industry player. He is currently the Chairman and CEO of Tranzen Group Inc., a wholly owned filipino company engaged in renewable energy generation (Agus 3 Hydropower Corporation, Agusan Power Corporation), transport (Universal LRT Corporation (BVI) Limited, ULC Hong Kong), agro industries (Philippine Phosphate Corporation), resort development (Diwaran Resort Philippines Inc.) and property development with significant commercial and residential projects.
Danilo B. Cantiller
30 years in various strategic positions in the energy/power industry: 15 years in power rate design and implementation, electricity load forecasting, and power industry planning. 10 years in power plant construction in an executive/strategic position. 5 years as a consultant in renewable energy technologies, such as wind, solar, run-of-river hydro, and biomass.
